The cost of a greenhouse gas (GHG) inventory in 2026 depends on the size of your facility, the number of emission sources, and the scope covered (Scope 1, 2, 3). For most manufacturers, the market price for one inventory cycle typically ranges from tens of millions to over a hundred million VND per facility — small, low-emission sites sit at the low end, while large multi-line factories with Scope 3 sit at the high end. From 25 September 2026, Vietnam's list of facilities required to conduct GHG inventories covers 2,441 facilities under Decision 42/2026/QD-TTg (replacing Decision 13/2024, under Decree 06/2022/ND-CP as amended by Decree 119/2025/ND-CP and Decree 83/2026/ND-CP). Many first-time-obligated companies are requesting quotes — and getting numbers that differ several-fold for the same work. Understanding the cost structure lets you compare correctly.

What does a greenhouse gas inventory cost include?

A cycle's price is not a single figure but the sum of several tasks. Knowing them tells you what you are paying for and why two quotes differ.

  • Scope: Scope 1 + 2 only (direct emissions and purchased electricity) is significantly cheaper than adding Scope 3 (supply chain), which is data-intensive.
  • Number of emission sources & facilities: more boilers, production lines, vehicles and plants means more measurement and calculation points.
  • Data collection & processing: fuel, electricity and material consumption data — if you have no existing recording system, this is the most labor-heavy part.
  • Emission factors & methodology: per sector guidance, IPCC, and ISO 14064-1.
  • Reporting & verification support: preparing the report to the required template and supporting review by regulators or verifiers.

The biggest cost drivers are usually Scope 3 and messy input data — standardizing your consumption figures first reduces the price.

Should you do the inventory in-house or hire a service?

In-house makes sense for small sites with few sources and staff who understand the methodology. Hiring makes sense when the scope is complex (multiple facilities, Scope 3), when you need the report to pass verification, or when it is your first cycle and the risk of error is high. The service fee is usually offset by avoiding rework and problems at submission.

Recent reporting cycles show many companies submitting inconsistent figures across attempts — partly from a lack of internal process. An experienced provider locks the methodology down from the start.

Don't compare two quotes on the bottom-line number alone. A cheap quote may have cut scope. Check against this list before deciding.

  3. Does it include data collection & QA, or only calculation on figures you supply?
  4. Does it include support during verification / regulator questions?
  5. Which standard applies (ISO 14064-1, sector guidance) and are emission-factor sources stated?
  6. Is there a timeline commitment to meet the reporting deadline?

Why handle this cost in 2026?

Because the timeline is tightening. Under Decree 119/2025/ND-CP, facility-level GHG reports are submitted on a two-year cycle with a deadline before 31 March; the mandatory list has just expanded.
