GHG Inventory in the Transportation Sector in Vietnam

03 tháng 7, 2026

The transportation sector is not only a vital link in the economic chain but also a significant contributor to greenhouse gas emissions. Given this essential role, conducting a greenhouse gas (GHG) inventory in the transportation sector has become an urgent task, especially in the context of Vietnam's commitment to achieving Net Zero by 2050 at the COP26 Conference.

The role of the transportation sector in reducing greenhouse gas emissions

Transportation accounts for a significant share of total global greenhouse gas emissions, and Vietnam is no exception. According to a report by the Ministry of Transport, GHG emissions from this sector in Vietnam reached approximately 707.5 thousand tonnes of carbon equivalent in 2022, with the risk of rising further without timely action.

According to Mr. Patrick Haverman, Deputy Resident Representative in Vietnam of the United Nations Development Programme (UNDP), without control measures, emissions from the transportation sector could rise to 88.1 million tonnes of carbon by 2030. This not only puts pressure on the environment but also affects the country's reputation in fulfilling its international commitments on climate change.

However, through inventory and circular economy solutions, the transportation sector can play a major role in reducing emissions, moving toward green development and the net-zero emissions target.

What are greenhouse gases in transportation?

Greenhouse gases in the transportation sector are mainly generated by vehicles powered by fossil fuels, such as:

  • Carbon dioxide (CO2): Produced from the combustion of gasoline, diesel, and natural gas.
  • Methane (CH4): Released during fuel-use processes and inefficient operations.
  • Nitrous oxide (N2O): One of the gases with the strongest greenhouse effect, produced by internal combustion engines.

With its heavy reliance on fossil fuels, transportation contributes significantly to the intensification of the greenhouse effect, requiring rigorous inventory and control solutions.

Benefits of conducting a GHG inventory for the transportation industry

A greenhouse gas inventory is not only a legal requirement under Decree 06/2022/ND-CP, but also delivers many practical benefits for businesses:

1. Enhancing corporate reputation and value: Conducting a greenhouse gas inventory demonstrates a company's social responsibility and commitment to sustainable development. This not only builds a positive image but also helps businesses attract international partners and strengthen their competitiveness.

2. Meeting Net Zero commitments: Participating in the inventory is one way for businesses to contribute to Vietnam's Net Zero target, affirming their position in a global supply chain that increasingly values green criteria.

3. Increasing operational efficiency and reducing costs: The inventory process helps businesses identify major emission sources, enabling them to devise emission-reduction solutions, optimize energy consumption, and save on operating costs.

Benefits of conducting a GHG inventory for the transportation industry

The GHG inventory process in the transportation industry

Based on Circular 17/2022/TT-BTNMT, the greenhouse gas inventory process is divided into 9 rigorous steps, including:

  1. Determining the inventory method.
  2. Selecting appropriate emission factors.
  3. Collecting data from emission sources.
  4. Calculating the emissions generated.
  5. Controlling and evaluating the data.
  6. Ensuring inventory quality.
  7. Reviewing and adjusting the data.
  8. Finalizing the inventory report.

The State divides the transportation sector into 4 main categories:

  • Domestic aviation.
  • Road transport.
  • Rail transport.
  • Domestic maritime transport.

Within each category, emission factors are calculated separately for each type of fuel, such as gasoline, diesel, liquefied gas, and natural gas, ensuring an accurate and effective inventory process.

Standards and regulations in GHG inventory

The inventory must strictly comply with international and domestic standards:

  • Inventory method: Following the guidelines of the Intergovernmental Panel on Climate Change (IPCC).
  • Emission factors: Applying the IPCC default factors (Tier 1) or country-specific factors (Tier 2) as prescribed by the Ministry of Natural Resources and Environment.
  • Accuracy: The inventory process must be carried out by specialized units to ensure the integrity and reliability of the data.

Challenges and opportunities for the transportation sector

Although emissions from the transportation sector in Vietnam currently account for only about 18% of total greenhouse gases, without control measures this figure could multiply several times over in the coming decade. This poses a major challenge for businesses in innovating their technology and changing their operating methods.

However, with support from legal regulations and the green transition trend, the transportation sector has a great opportunity to pioneer sustainable solutions, thereby reducing emissions while promoting economic growth.
