A GHG inventory is the activity of collecting information and data on greenhouse gas emission sources, calculating greenhouse gas emissions and removals within a defined scope and for a specific year, following the methods and procedures issued by the competent authority (under Decree No. 06/2022/NĐ-CP).

Under Decree 06/2022/NĐ-CP
Submit the next facility-level GHG inventory report (2025 and 2026 data) to the provincial People's Committee. Every 2 years, before 31/3 (Decree 06/2022 as amended by Decree 119/2025).
From 2027, every year before 31/3: submit the facility-level emission-reduction report for the previous year to the provincial People's Committee.
The pilot ends (through 2028); the domestic carbon market starts official operation with allowance auctions.
Prepare an Environmental and Social Impact Assessment Report, which consolidates direct and indirect greenhouse gas emissions along with emission-reduction solutions and initiatives, integrated into the annual report.
