Check: must your company run a GHG inventory in 2026?

Which companies must run a GHG inventory in Vietnam?

Under Decree 06/2022/NĐ-CP, a facility must run a greenhouse gas inventory if it meets one of the criteria below and appears on the list published by the authorities:

  • Annual GHG emissions of 3,000 tonnes CO₂ equivalent or more; or
  • A thermal power plant or industrial facility using 1,000 TOE a year or more of energy; or
  • A freight transport company using 1,000 TOE a year or more of fuel; or
  • A commercial building using 1,000 TOE a year or more of energy; or
  • A solid-waste treatment facility with a capacity of 65,000 tonnes a year or more.

How do I know whether my company must run one?

Two steps: (1) compare the emission and energy thresholds above with your facility’s latest annual data; (2) check whether the facility is named on the official list published by the sector authorities. The check above estimates step (1) in 20 seconds; for step (2), search the list attached to the latest decision.

Which sectors are covered?

Six groups are usually covered once they pass a threshold: manufacturing (steel, cement, chemicals, textiles, food, paper…), thermal power / electricity generation, freight transport, commercial buildings (offices, malls, hotels) and solid-waste treatment. A textile or steel plant using ≥ 1,000 TOE a year, or any facility emitting ≥ 3,000 tonnes CO₂e a year, is likely to be covered.

What is 1,000 TOE? How much is 3,000 tonnes CO₂e?

TOE (tonne of oil equivalent) is an energy unit: 1,000 TOE ≈ 11.6 million kWh of electricity, ≈ 1,000 tonnes of oil or ≈ 1,430 tonnes of coal. 3,000 tonnes CO₂ equivalent (CO₂e) is an annual emissions level — sites with heavy electricity or fuel use, boilers or kilns often exceed it. These are the two main thresholds under Decree 06/2022.

Where is the list of facilities that must run an inventory?

The list is issued with a Prime Minister’s decision and updated periodically. The current one is Decision 42/2026/QĐ-TTg(in force since 25/9/2026) with 2,441 facilities, replacing Decision 13/2024/QĐ-TTg (~2,166 facilities). Search your facility’s name in the appendices of the current decision to be sure.

When is the inventory report due?

Facility-level inventory reports are filed every two years, before 31 March (Decree 119/2025). The next one is due before 31/3/2027 and covers 2025 and 2026.

Is there a penalty for not doing it?

A covered facility that does not run the inventory and file its report on time can be sanctioned under the environmental protection rules. Starting early avoids that risk and the cost of a rushed job.
