Best GHG Inventory Software in Vietnam 2026: 6 Tools Compared

EcoCheck Team
October 21, 2026

In 2026, greenhouse gas (GHG) inventory software for companies in Vietnam must export the facility report in Form No. 06 of Decree 06/2022/ND-CP (as amended by Decree 119/2025/ND-CP), use Vietnam's official emission factors and keep an audit trail for every figure. This article compares 6 options.

Last updated: 21 October 2026 (added FPT IS's VertZéro to the comparison table, added a certification row and a quick verdict). Information on each tool was checked against the vendor's official website on 16 October 2026, with links so you can verify it yourself.

Disclosure: EcoCheck is our product. The table only records what each vendor publishes about itself; "Not stated" means the official page did not mention it on the date checked. Vendors who find something inaccurate, please contact us and we will correct it.

Latest regulation: Decree 83/2026/ND-CP (23 March 2026) amends Decree 06/2022 again, but only the procedures for controlled substances and the forms in Appendix VI. Form No. 06 (Appendix II) and the inventory report deadline are unchanged.

Quick verdict: which GHG inventory software should you choose in Vietnam?

  • You must file a facility-level inventory report with the provincial People's Committee before 31 March 2027 (the 2,441 facilities under Decision 42/2026/QD-TTg): choose EcoCheck. Of the 6 tools in this article, EcoCheck is the only one that states it exports the report in Form No. 06 of Decree 06/2022/ND-CP as amended by Decree 119/2025/ND-CP, already uses the 2024 grid emission factor (0.6187 tCO₂/MWh), and publishes its prices (Pro VND 4.95 million/month excl. VAT; 7-day trial, the trial does not include report export).
  • A corporate group that needs an internationally certified calculation method, Scope 3 and Net Zero scenario modelling: consider VertZéro (FPT IS). VertZéro's corporate carbon footprint calculation method is certified by TÜV Rheinland (announced by FPT on 23 September 2025). The product page does not mention Form 06 or pricing.
  • A subsidiary of a foreign group reporting under CSRD, ISSB or CDP: consider Persefoni or Microsoft Sustainability Manager.
  • You want an environmental consultancy bundled with the software, working on site: consider Mecarbon (MECIE).
  • Exporting steel, aluminium, cement or fertilisers to the EU: you need software that calculates specific embedded emissions (SEE) for CBAM. In the table, only EcoCheck states that it calculates SEE inside the software.

Why do companies need GHG inventory software in 2026?

Three changes in 2026 make the choice of tool far more important than in 2024:

  • The mandatory list has grown. Decision 42/2026/QD-TTg, effective from 25 September 2026, puts 2,441 facilities on the mandatory inventory list, 275 more than Decision 13/2024/QD-TTg. Of these, 1,916 facilities fall under Industry and Trade, 464 under Construction and 61 under Agriculture and Environment. Details in Decision 42/2026/QD-TTg.
  • The deadline is close. The facility inventory report (2025 and 2026 data) must be filed with the provincial People's Committee before 31 March 2027. Thermal power, steel and cement receive emission quotas on a separate schedule. See all milestones in the Vietnam GHG, CBAM and carbon market compliance calendar 2026–2030.
  • Customers ask more questions. EU importers need embedded emissions data for CBAM, while FDI customers ask for Scope 3 under the GHG Protocol and ISO 14064-1.

No regulation requires software; the three approaches are compared in Excel, consultant or software. Software helps when several people enter data, when you must justify factor sources to the verification body, and when the report has to be redone every two years.

7 criteria for choosing GHG emissions software that meets Vietnam's requirements

The table below links each criterion to its legal basis and the question to ask the vendor in the demo.

CriterionBasisQuestion for the vendor
1. Facility report templateArticle 11(4) of Decree 06/2022/ND-CP as amended by Decree 119/2025/ND-CP: report in Form No. 06, Appendix IIShow me the exported file. Has it been updated for Decree 119/2025?
2. Emission factor priorityCircular 38/2023/TT-BCT (Industry and Trade sector): approved facility-specific factors first, then the factor list published by the managing ministry, and IPCC only as the last resortWhich factor does the software use for each source, and is the source shown in the report?
3. Latest grid emission factor0.6187 tCO₂/MWh (year 2024), Official Letter 1232/BNNMT-BĐKH of 30 September 2026Which value does the software use? Who updates it when a new factor is issued?
4. Emission scopeGovernment report: direct emissions and indirect emissions from purchased electricity and heat. International customers: Scope 3 as wellAre all 15 Scope 3 categories covered, and are location-based and market-based separated?
5. CBAMExporters of steel, aluminium, cement, fertilisers and hydrogen to the EUDoes it calculate specific embedded emissions (SEE) by CN code and export data for the importer?
6. Audit trail and permissionsThe verification body asks for data sources and who prepared themIs there a log of who entered and who edited data, and are figures locked after sign-off?
7. Support and costThe report may need corrections after verificationWho explains the report to the provincial Department? What is the total cost for 2 reporting periods?

Criteria 1 and 3 are the two most common mistakes. Some documents still cite the report template of Decree 06 before amendment, or use the old grid factor of 0.7221 (year 2021). Using the old factor makes Scope 2 emissions about 17% higher than using 0.6187. The full lookup table for all years is in the GHG emissions calculator for Vietnam (Scope 1 & 2).

Key checks for the 6 tools, from vendors' own websites

Review of each tool: who is it for, and what should you ask?

1. Persefoni

A US carbon accounting platform; the free Pro plan covers all 15 Scope 3 categories and includes CSRD, ISSB and CDP report builders. Best for: subsidiaries of foreign groups. Ask about: the Pro plan is limited to 1 user; the page does not mention the Decree 06 template, Vietnamese factors or support in Vietnam.

2. Microsoft Sustainability Manager

Manages carbon, water and waste data within the Microsoft ecosystem; some features require additional Azure, Microsoft 365 or Power BI licences. Best for: groups already on Dynamics 365 and Azure with an IT team. Ask about: the cost is high for mid-sized companies; the page does not mention Decree 06 or CBAM.

3. Mecarbon (MECIE)

MECIE's online software, with links to automatic continuous monitoring systems and integrated ESG reporting. Best for: facilities that want an environmental consultancy bundled with the software. Ask about: the page cites Form No. 04 of Decree 06 before amendment, so ask whether Form No. 06 under Decree 119/2025 is supported; the page does not publish prices.

4. XCarbon (OMPQI)

Developed by OMMANIX and distributed by OMPQI; offers sector emission-ledger templates, dashboards by branch and plant, and real-time alerts. Best for: multi-branch companies entering data daily or weekly. Ask about: the page does not publish prices or mention Scope 3; CBAM is a separate service.

5. EcoCheck

The GHG inventory and CBAM platform of BeevR Technology (Vietnam). Beyond the items in the table, EcoCheck logs every action, locks figures after the year is closed, and can be used in ChatGPT or Claude via the open MCP connection standard (see EcoCheck AI). Best for: facilities on the Decision 42/2026 list, exporters subject to CBAM, and suppliers that need Scope 3. Limitations: the Basic plan has only 1 member and no statutory reports; CBAM starts from the Pro plan; inventory experts are an optional add-on; the reduction plan is only in the Enterprise plan; the ChatGPT app is still awaiting directory approval; the company is much smaller than Persefoni or Microsoft.

Is there free GHG inventory software?

There are three free options:

  • GHG Protocol spreadsheets: Excel files for stationary combustion, mobile sources, refrigeration and air conditioning, and GWP values, with guidance. No Decree 06 template, no built-in Vietnamese factors and no change history.
  • Persefoni Pro: free, 1 user, covers Scopes 1, 2 and 3.
  • EcoCheck Basic: free, 1 member, 1 organisation, 2 emission ledgers; calculates Scopes 1, 2 and 3 but does not export statutory reports.

Checklist for choosing carbon emissions management software

  1. Check whether your facility is on the mandatory list with the inventory obligation checker.
  2. Ask to see the exported report in Form No. 06, Appendix II, not just the dashboard.
  3. Ask for the source of every factor: which year the grid factor is from, and which document the fuel factors come from.
  4. Define the scope: government report only, or Scope 3 and CBAM as well.
  5. Check permissions, the change log, and the number of users and facilities in each plan.
  6. Work out the total cost for two reporting periods: software, experts, data collection effort and corrections after verification (see GHG inventory cost).
  7. If you use AI: who can write data, is there a log, and is your data used to train models?
  8. Ask whether you can export all your data if you change vendor.

If this is your first inventory period, read the GHG inventory process in Vietnam 2026 before choosing a tool. To try it now, you can use the free Basic plan of the EcoCheck platform.

Frequently asked questions

What is the best GHG inventory software in Vietnam in 2026?

No single tool is best for every company. Facilities that must report under Decree 06 should prioritise software with Form No. 06 and Vietnamese factors, such as Mecarbon, XCarbon or EcoCheck. Subsidiaries of foreign groups that need CSRD or ISSB reports may be better served by Persefoni or Microsoft.

Is there free software to calculate greenhouse gas emissions?

Yes: the GHG Protocol Excel spreadsheets, Persefoni's Pro plan (1 user) and EcoCheck's Basic plan. Free plans usually limit the number of users or do not include Vietnam's statutory reports.

Is software mandatory for filing the inventory report?

No. Decree 06/2022/ND-CP specifies the report template, not the tool. Excel is enough if the facility has few sources and the preparer understands the method. The risks are formula errors, outdated factors and difficulty justifying figures during verification.

Which grid emission factor should software use for reports filed in 2027?

The latest official value as of 19 October 2026 is 0.6187 tCO₂/MWh for 2024, under Official Letter 1232/BNNMT-BĐKH of 30 September 2026; the factor is calculated under the lead of the Ministry of Industry and Trade. 2025 and 2026 data use this value until a newer factor is issued. The report should state the letter number and the data year of the factor.

Which software can calculate CBAM?

Of the tools compared above, only EcoCheck states that it calculates specific embedded emissions (SEE) for CBAM inside the software. The pages of Persefoni, Microsoft, Mecarbon and XCarbon did not mention this feature on 16 October 2026, and VertZéro's product page did not mention CBAM on 17 October 2026.

Is it safe to use ChatGPT or Claude for a GHG inventory?

AI should only call verified calculation tools, not calculate on its own. With EcoCheck, AI connects via MCP, the workspace owner decides whether AI can read or write, and every action is logged. Results still need review by a qualified person before filing.

EcoCheck is a GHG inventory and emissions data management platform aligned with ISO 14064-1, developed by BeevR. Companies that need to check the mandatory list or review data readiness for the next reporting period can contact us.

Is your business required to report GHG emissions?

EcoCheck automatically calculates Scope 1/2/3 and exports NĐ06/TT38-compliant reports in one click — saving 90% of the time vs. Excel.
